Some important facts about the new drug program:
  • The Medicare program is prohibited from negotiating lower drug prices
  • There is a $2,900 “doughnut hole” that requires seniors to pay 100% of the cost of prescriptions between $2,200 and $5,100
  • Seniors will only be allowed to purchase less expensive drugs from Canada if the Secretary of Health and Human Services gives explicit approval
  • There is a strict assets test that will disqualify many low-income seniors from receiving the help they need
  • Seniors will be locked into one discount card for a year, while the drugs covered by the card may change every week

Speakers:

Dr. Eric Cassell, a featured guest speaker will discuss the single-payer system of national health insurance. The author of several books and a frequent guest lecturer about medical practices, Dr. Cassell is an attending physician at New York-Presbyterian Hospital and a clinical professor of public health at Weil Medical College of Cornell University. He also teaches Pain Fellows at Memorial Sloan Kettering Cancer Center and was on the faculty of New York University School of Medicine and the Mount Sinai School of Medicine. From 1997 to 2001, Dr. Cassell was a member of the President’s Bioethics Advisory Commission.

Bill Vaughan, director of government affairs for Families USA, will discuss the effects of the Medicare Prescription Program on the PACE/PACENET programs, which offer comprehensive prescription coverage to older Pennsylvanians. Mr. Vaughan has worked for various members of the U.S. House of Representatives and was staff director of the Health Subcommittee of Ways and Means. He was extensively involved in the Health Insurance Portability and Accountability Act, the Balanced Budget Act of 1997, and in the Medicare prescription drug, children's health insurance, and patient bill of rights legislative efforts of the late 1990s.
